The enquiry into the recruitment industry
From 2002 to 2004, the Equal Opportunity Commission Victoria conducted an enquiry into the recruitment industry’s awareness and understanding of equal opportunity legislation and principles.
The enquiry looked at:
- awareness and understanding of equal opportunity laws among recruitment agents
- challenges faced by recruitment agents in complying with equal opportunity laws
- current and potential best practice within the recruitment industry
- strategies to promote better awareness of and compliance with equal opportunity laws
How the enquiry was conducted
The enquiry was conducted in collaboration with the recruitment industry. The Recruitment & Consulting Services Association (RCSA) and the Victorian Employers Chamber of Commerce and Industry (VECCI) formed a project steering group ensuring the work was relevant and realistic.
Research to inform the enquiry was collected from various sources including:
- an extensive literature search
- a review of relevant Commission complaint files
- a telephone survey of recruitment agents conducted by independent market researchers
- in-depth interviews with recruitment consultants and their employer clients
- a focus group attended by seven recruitment consultants and one peak body representative
- a survey of representatives of jobseekers from three categories: older people, people with disabilities, and people of different cultural and linguistic backgrounds
- interviews with several recruitment agents acknowledged as leaders in the field
